CHARLESTON, W.Va. (WSAZ) – A man wanted in a 2019 murder in Kentucky and convicted of second-degree murder in Cabell County, West Virginia, was arrested in South Carolina, the U.S. Marshals Service (USMS) said Wednesday.

Charles Ray Blevins, 38, of Williamson, West Virginia, was a USMS major case fugitive and was being considered for elevation to the agency’s 15 Most Wanted fugitives list.

Blevins was wanted by the Kentucky State Police for first-degree murder and for being a felon in possession of a firearm, as well as by the West Virginia Department of Corrections for a parole violation, according to the USMS.

Investigators say Blevins was arrested in South Carolina on March 31.

On July 6, 2019, he was accused of shooting and killing a man in South Williamson, Kentucky, the USMS said.

Warrants for his arrest were issued on July 11, 2019.

Blevins was convicted of second-degree murder in Cabell County, West Virginia, in 2009 and was released on parole in 2019.
