Once again, the GSD is deliberately trying to mislead people on scholarships, creating unnecessary worry for students and parents just to serve their own shifting political agenda. Let me be absolutely clear: the changes we are making are about fairness—ensuring that every eligible student gets the support they are entitled to for both tuition fees and living expenses.
Despite the GSD’s false claims, private schools have not been singled out. These updates apply across the board, including to some students in state schools. But for Gibraltarians and long-term residents who meet the eligibility criteria, nothing changes—there is no cause for concern.
This is part of a wider effort to make sure Gibraltar’s benefits go to those who have genuinely contributed to our community, not to those who seek to take advantage of our system. It’s the responsible thing to do.
It’s clear that Mr Azopardi is never happy when people are happy with the Government. He is only happy when he can sow fear and confusion in an attempt to prejudice people against the GSLP/Liberals. Now that his facile attempts to do so on the issue of eligibility for scholarships have failed, despite his incendiary, untrue commentary, he returns to his sullen approach to everything, which involves constant, unconstructive criticism. The Government will take no notice and will, as usual, continue to do the right thing for Gibraltar and its people.
Progress and Action, unlike the GSD’s pointless attacks
Regardless of the background noise of the GSD’s baseless and lazy complaints, this week has been a week of progress and of action.
From launching modernised marriage certificates to strengthening protections for emergency workers, this past week has seen important steps forward. The CSRO is introducing new, more secure marriage certificates, while Nigel is pushing ahead with tougher penalties for assaults on emergency personnel.
Gemma reaffirmed the independence of the town planning process, supported World Kidney Day awareness efforts, and backed the GEA’s pursuit of ISO 9001 certification. John chaired the Environment Ministers’ Council, met with young climate leaders, and defended necessary reforms to scholarship criteria.
Christian promoted Gibraltar at key tourism events in London and represented us at the UN Commission on the Status of Women, while Leslie supported Gibraltar’s athletes at the Special Olympics and celebrated the success of our U17 netball squad.
From policy reforms to international engagement, my team remains focused on delivering meaningful improvements for Gibraltar.
CSRO Introduces New Format for Marriage Certificates
The Civil Status and Registration Office is introducing a new format for marriage certificates, effective March 17th, 2025. The new A4-sized certificates will include security features and translations in French and Spanish, improving usability and international recognition.
This enhancement to marriage certificates is another step in the ongoing digital transformation of Government services. By improving accessibility, security and international recognition of official documents, we are ensuring that Gibraltar remains at the forefront of efficient and modern civil registration. The move towards digitally signed certificates in the future is particularly important, as it aligns with our commitment to innovation and streamlined public administration. I commend the CSRO and ITLD teams for their hard work and dedication in delivering these improvements and I look forward to further advancements that will continue to enhance the way Government serves the public.

Government cannot interfere with town planning process
The Government has reiterated that it cannot intervene in the town planning process, which must remain independent and impartial. The statement follows concerns raised regarding proposed developments within the City Walls.
As Minister with responsibility for Town Planning, Gemma Arias-Vasquez, has, however, agreed to meet with representatives of CLAG next month to discuss the wider town area planning process.
GHA commemorates World Kidney Day with emphasis on prevention
The Gibraltar Health Authority will commemorate World Kidney Day with awareness initiatives and advice on kidney care. The event will highlight the importance of prevention, early intervention, and community engagement in tackling chronic kidney disease. The GHA dialysis unit, established in 2005, has grown to treat 34 patients, emphasizing the increasing demand for dialysis services.
Gemma Arias-Vasquez, said: "World Kidney Day is a good opportunity for us to reflect on how the GHA has expanded its facilities for renal patients in the past 20 years. We developed greatly since then. The Government will continue to invest in workforce and financial resources to provide the best medical treatment for the public across all clinical disciplines, repatriating these services wherever possible. The GHA provides an excellent service to the community and my heartfelt thanks goes out to all the dedicated professionals who make this possible and very specially today, to those in the Dialysis Unit at St Bernard’s Hospital."

Opposition plays its usual, cheap-shot games with changes to scholarship
This week the government announced that it is tightening scholarship criteria to prevent fraud and ensure benefits go to genuine cases with long-standing connections to Gibraltar.
The Opposition has, of course, chosen to politicise the issue, raising questions about their stance on fraudulent behaviour.
In his New Year message in January, the Chief Minister said that it was "time to ensure that our rules are clearly drawn to provide these benefits [of which scholarships are one example]to our people and NOT to those who may move here simply to benefit from them."
The government is unaware of the background of pupils attending private schools in Gibraltar and abroad, making it difficult to determine eligibility for scholarships. The new criteria will help ensure that only those entitled to funding receive it.
The Minister for Education. John Cortes, reached out this week to representatives of the private schools in order to further explain the policy.
The knee-jerk reaction from the Opposition in relation to this matter will leave many wondering whether all they want is to sweep any fraudulent behaviour under the carpet.
St Bernard’s Year 4s Lead the Way in Reducing Carbon Footprint
Year 4 students at St Bernard’s Upper Primary School held an assembly on reducing carbon footprints, emphasising the 3Rs—Reduce, Reuse, and Recycle. They joined the global Meat-Free Mondays initiative, encouraged to buy locally sourced, seasonal ingredients and prepare meals at home. Beyond food, they collected plastic wrappers to create eco-bricks, used to make classroom bins and a stool, showcasing creative reuse. The assembly combined dance, drama, song, and speech, with a slideshow highlighting their environmental journey. The students actively recycle, promoting sustainable habits and fostering eco-consciousness, committed to protecting the planet.
John Cortes, who was a guest at the assembly, said: "I was hugely impressed by the presentation, both in its quality and in the depth of knowledge and understanding that it showed from such young children. It says a great deal about them, their school and their teachers, in particular Ms Wendy Brown who coordinated the project. We are grateful to all of them."
Minister Cortes attends Childline presentation
The Minister for Education was at St Joseph’s Upper Primary School this week to attend a presentation by Childline on safeguarding. The presentation was delivered to the children by Childline volunteers in a child-friendly manner, making the session both fun and meaningful.
The presentation is part of a programme by Childline being delivered at all our schools aimed at making children aware, in an appropriate manner, of important boundaries and of the importance of saying "no" in certain situations. Using a cartoon character, Pantosaurus, and Charlie the Bear, who was also in attendance, the message was put across loud and clear.
John commented: "Childline is doing excellent work, and we can’t do enough to ensure that our children are protected and thrive in a caring environment without risk. This initiative is child-friendly, but sends clear messages that I am certain will help protect our children".

Minister John Cortes chaired the Environment Ministers’ Council, bringing together representatives from Overseas Territories and Crown Dependencies to discuss environmental policies and collaborative initiatives.
John Cortes, said: "It is a real honour to chair these meetings, which are extremely useful in sharing experiences and advice on how our small countries can step up to the environmental challenges facing all of us, particularly in relation to climate change and, being island or coastal territories, the impact of severe weather and rising sea levels."
Youth Net Zero representatives help shape climate agenda
The Deputy Chief Minister and Minister for Education met with Net Zero representatives from Bayside and Westside schools to discuss climate action initiatives. The students shared their work on recycling programs and a student survey, while the government agreed to improve communication on net zero matters with young people.

Publication of the Crimes (Assaults on Emergency Workers) (Amendment) Bill 2025
Published this week, the Crimes (Assaults on Emergency Workers) (Amendment) Bill 2025 aims to enhance protection for police officers and other emergency workers by introducing stricter penalties for assaults against them. The Bill introduces a new offence for Assaults on Emergency Workers, increasing the maximum penalty for assaults on police and extending this protection to other emergency workers. It also requires courts to treat assaults on emergency workers as an aggravating factor, increasing the severity of sentences for various serious offences.

Special Olympics World Winter Games 2025 get off to a spectacular start
The Special Olympics World Winter Games 2025 have commenced with a grand opening ceremony, marking the beginning of a series of competitions featuring athletes from around the world.
In a statement on Tuesday, Leslie Bruzon said; "It has been a roller coaster couple of days but the Games and everything that they encompass is exceeding my expectations so far. The Healthy Athletes Program was an eye-opening experience, and I was glad to see our athletes availing themselves of the services on offer. The Opening ceremony was spectacular and marching out with Team Gibraltar is a proud moment that I will never forget. I am truly grateful for the opportunity. It was also fantastic to see FF Coulthard as a member of the LETR Final Leg. The camaraderie in the group was palpable. Finally, the Global coalition gave me a chance to reiterate the Government’s ongoing commitment to the coalition. It is great to see that whilst there is still a lot of work to do, Gibraltar ranks highly in fulfilling our obligations as a signatory. I am now looking forward to watching our athletes in action in Sestriere over the next couple of days."

It is a clear reflection of her performance at the tournament as well as her sheer determination and hard work.
